As provided in Batas Pambansa Blg. 232, the state shall promote the right of every individual to relevant qualify education regardless of sex, age, creed, socio-economic status, physical and mental condition, ethnic origin and other affiliations, subsequently every learner with special needs has a right to a education suitable to his needs. Such mandate was cascaded to the schools thru DepEd oRDER NO. 6 s. 2006, that entails the institutionalizing of the Special Education at the Secondary Level.

Guided by the above premise, the school has established the SPED Program to address the needs of students with disabilities to prevent them from dropping out of school. The program caters different categories of exceptionalities and different levels of severity in conformity to the Education For All (EFA) goals and the NO CHILD LEFT BEHIND (NCLB) thrusts of the Department of Education.
